Demon
The majority of demons in Cedar City are not affiliated with an Agency, but there are are four Agencies known to the local Unchained of Cedar City, each roughly aligning with one of the four Agendas.
The Saboteur-aligned Agency bases itself out of the caves in Zion National Park, and (currently) calls itself the Bringers of Night. Its members have noticed that the God-Machine appears to be unable to perceive the Abyss, Paradox, Abyssal entities, or the Hedge and have dedicated themselves to spreading their influence, so as to ideally eventually darken the city entirely in the God-Machine's eye. Its leader is a Saboteur that lives full-time in an Abyssal Verge, has divested itself of cover entirely, and has some sort of Abyssal Entity integrated with its biomechanical being, ensuring its functional invisibility should it need to leave (as far as it knows - it hasn't had a need to test this theory yet). It's also quite insane, distressingly proficient at murder, and not someone you probably want to meet. Other, less-advanced members are both saner and less extreme.
The Integrator-aligned Agency, or the Correction Institute as it calls itself, is looking to exploit the God-Machine's weakness in the wake of the Incident to try to alter its nature (at least locally) to be nonhostile to Demonkind. They view the God-Machine's experiments with more self-directed Angels to potentially be a very good sign, as they hope to retain full autonomy upon reintegrating themselves. However, they realize they must tread very carefully, so as not to tip these Angels off and be brought home early and reprogrammed or disassembled. They are keeping track of Enigma's experiments in the prison with great interest, and one of its members ministers to and performs the Last Rites for Catholic prisoners.
The Tempter-aligned Agency largely engages in the trading of comforts, lives, and souls, exploiting the vice-ridden nature of "Mormon Vegas" to ensure that its members can live comfortably howsoever they choose (and as whomever they choose). Many people are willing to trade away pieces of their lives in order to win big, especially when they believe the whole thing is probably a load of bullshit anyway. More importantly for non-members, they're also willing to provide pieces of Cover acquired in this manner to non-members, for the right price. If you can get them something they really want, they might even slowly stitch together a made-to-order Cover for an enterprising Unchained (although trying to rush them is strongly advised against).
The Inquisitor-aligned Free Agency primarily devotes itself to keeping tabs on what everyone who isn't a demon in this city is up to. They primarily try to keep their noses to the wind as far as the doings of other supernaturals go (as given the extremity of what they get up to, this can often change the overall climate in the city dramatically as far as the Unchained's own doings are concerned), although they also keep tabs on the various God-Machine cults in the city (of which there are many). Their primary concern is making sure that they (and the local Demon population as a whole) never end up caught flatfooted by something weird happening.
One (or perhaps both) of the latter two Agencies has access to a piece of suborned Infrastructure capable of swapping entire Covers. It was through this method that the Unchained made themselves known to the other supernatural denizens of the city when the whole "Accords" idea was being tossed around. Five Covers were tailor-made for the purpose (Mr. Blue, Ms. Yellow, Mr. Black, Ms. Green, and Ms. Red, affectionately referred to by local Unchained as 'the Olympic Ring'), and they briefly revealed that Demons exist, would not be signing the Accords (for safety reasons), but that they basically hold to its tenets anyway (again, for safety reasons) and would not make trouble. Anyone making trouble would be dealt with swiftly and brutally by their own kind. Whenever they've had to deal with other supernaturals since, somebody trustworthy (and preferably someone who's earned the minor punishment of a boring meeting they're not allowed to fuck up) gets drafted to don one of those five Covers, and play the role of the same person, lest the others find out Demons can literally change who they are.
Though no-one technically signed the Accords, the local Demons are considered 'unofficial members', and will likely continue to be so unless something extreme enough to try to force them to sign happens. So far, they've made good on their claims that they wouldn't let anyone do anything that would violate them anyway, so nobody's felt a need to push. Individual Demons are free to sign should they choose to (as no superorganization exists to exert control), although they would be signing for themselves individually.
Beast
The Hive of Cedar City is a maze of glass, and everywhere you look are mirrors, distorting what you see into something new, different, and horrifying. No one seems to know who or what the Apex is, however.
Chris Lee serves as the political figurehead of Cedar City's few Beasts. He tends to keep court at Southern Utah University, as it is as near to the city's geographical center as you can get.
Changeling
The Freehold of Sand and Wind maintain the Accords of Cedar City, as manage it fiercely.
West is ruled by King Hector, who's rules and punishments are brutal. Under his leadership, West has grown strong- if lean.
East's Monarch is Queen Kay-Lynn. She's quiet, and introspective, and speaks only when she's has something important to say.
North's Crown is worn by King Keegan, who's voice is like honey.
South lost their last Monarch during a hedge incursion, and holds elections this year to determine their new Monarch. Lady Ventis, and Lord Victor, are the favorites for Southern Crown.
Mage

Hierarch/Mysterium: Atom
Free Council: Caleb is the current leader of the Free Council, and ensure's the Free Council's small voice is heard.
Silver Ladder: In Dispute.
Adamantine Arrow: Mochi heads the Arrow as Adamant Sage. The Arrow have very little say in politics.
Guardians of the Veil: The Epopt's name and face are unknown at this time. The Herald is Smiler, and the Guardians currently hold the largest vote in the Consillium.
Sentinels: Inquis, Sororita, and Binder, all Guardians
Invocator: Jiminy, Guardian
The Seers of The Throne
Tetrarch: Atlas is a well known Motivational Speaker/Fitness Guru in the city who people come from all around the world to see
Mammon: Atlas' Mammon controls the Seers in Cedar City, politically.
Panopticon: Sky leads the Panopticon, and they appear to be keeping to themselves, but everyone knows better.
Paternoster: Guinefort is a Thyrsus woman who is known to take the form of a man when she preaches.
Hedgemony: Headed by Succor, the Hedgemony have limited power in the city despite their large population, and mostly stick to small projects.
Praetorians: Curiously, The Praetorians lack any representation in Cedar City.
Promethean
Big Jim is the sole 'resident' of the Cedar Hills area for Prometheans. He stays out in the desert most of the time, but comes into town periodically for supplies and study.
Werewolf
The Forsaken
North: Of the four Alphas ruling over Cedar, none is so dangerous or volatile as North, a rumored survivor of the event that originally tore Cedar City apart. Her appearance mostly unknown beyond rumors of her being extensively disfigured, her vocal opposition to the continued presence of Mages in the city is one of core reasons the Forsaken have refrained from joining the Accord. It is said that only the great task ahead of her in cleansing the Shadow, and the words of her Beta have prevented her from declaring all out war against the Pentacle. Despite her noted instability, North's packmates are known for their absolute dedication to their Alpha, making any motions to replace her an incredibly dangerous suggestion.
West: A former African Warlord wanted internationally for crimes against humanity, East is an Elodoth. His Beta, a Cahalith, is a White African Chronicler who acts as Herald and Warhorn.
South: The leader of a biker gang known as the Watch Dogs, South is an Irraka Alpha know for his utilization of vehicles in combat, as well as his eccentric dispensing of vigilante justice. Physically, he is an African American male with an athletic build in his mid twenties, and the absolute command he has over his often older (and in some cases, swastika adorned) packmates despite that is notable.
Bell Diver: South Pack's Beta, Bell is an Ireutha primarily taking up the position of Strategist for the pack's activities in the city. A ground for her idealistic (and sometimes foolhardy) Alpha, the rough and tumble biker woman spends a good deal of her time with her nose uncomfortably in a book, trying to track down their current prey's weaknesses. It is rumored that she survived crossing over directly into the Shadow from the center of town.
East: West is a powerful fatalist and wise woman. She is a Cahalith, who's Ireutha Beta is her apprentice.
The Pure
The Predator Kings are the only pure pack who did not sign the Accords. These savages tend to stay out in the desert, sometimes clashing with Big Jim.
Ivory Claws maintain a strict but small piece of territory in downtown Cedar City, where they try to select and groom their future members.
The Fire Touched of the city were among the first to sign the accords, in hopes to find allies against The Forsaken.
